On the older Budapest apartments we renovated, we did not try to retain ageing private services. We stripped out the plumbing and electrical installation before rebuilding. The most difficult defects and remedial work then tended to involve building connections, drainage, falls, waterproofing, coordination between trades and maintenance access. This is our project experience, not a national assessment of plumbing standards in Hungary.
Why this subject deserves more than a photograph of the finished bathroom

On this project, finishes, fittings and internal pipework were stripped out before new plumbing was installed.
Four checks to build into site supervision
Identify the building connection, shared risers and the private installation to be replaced.
Check diameters, supports, falls, joints and access to components that will require maintenance.
Run the tests appropriate to the system and project before linings, waterproofing, tiling or furniture are installed.
Keep dated photographs, as-built drawings, product references, test results and cleared defects with the property file.
The level of control should match the property, system and actual scope. Have suitably qualified professionals define the tests and responsibilities for your project.
